Its as simple as that. You're either in cover having a shootout or you're in stealth taking out enemies. With infected enemies its even easier since their AI sucks balls and they die to melee so easily if you even have one braincell and know how to dodge.

You can only really do run and gun in lower difficulties or if you tweak the settings to allow for more resources to drop or do cheats that allow you to get infinite ammo because if you go around fighting everything you see you'll find yourself without resources real quick. So anyone saying that the game isn't being in cover or stealth is probably playing on the journo difficulties. Let's not act like those gameplay videos where the dude has run the same encounter 100 times and can blaze through the section like an action movie is actually an indicator of normal gameplay.

You have to think about how to handle certain things with what you have, or what you want to save. If you play a difficulty or with settings where you have abundant resources then yeah its gonna be easy because you can just shoot and blow everything up without a care in the world.
