Silent Hill is pretty much always the best answer, regardless of whether it's SH1 or SH2 themed.
>Average protagonist is some random individual with little to no physical feats and can barely hold a gun. This includes a writer, Jame's sullen ass, Heather being a literal teenager, and more normal people.
>If it's SH1, you're dealing with horrific creatures, but none that can't be dealt with using a firm application of a pipe. If it's SH2, it's more complicated, but enemies are still dispatched easily.
>If it's SH2, you basically just need to face what you are and what you've done. While that could be impossible for some people, James made it out despite killing his wife.

If you take away plot armor, all it takes is a single infected crow to swipe you from the air, and bam, you're infected. That's it, you're done. Silent Hill sucks in any form, but normal, even lame/weak people have survived it.

Raccoon City is just spawn RNG. If you live anywhere near the highway you can just leave. They didn't shut down the roads until the outbreak was well under way. Even then I think escaping a city is going to be easier than some sort of metaphysical alternate dimension unless you were like in the subway.

The Otherworld is "a world of someone's nightmarish delusions come to life". The monsters are various things little Alessa was afraid of, from animals to fictional monsters, distorted into true monstrosities by her unending nightmares.
Even "God" is based on how it is perceived. When taking after that crooked bitch Dahlia, it's a demon (Incubus in the good and good+ endings). When taking after innocent little Alessa, it's an angelic figure (Incubator in the bad and bad+ endings). In 3, when Claudia spawns it, its appearance is of Alessa.
The monsters of Silent Hill are born from the subconscious as well as real physical beings that can and WILL fuck your shit up. These aren't mutually exclusive.

Raccoon city is still horrible, but you're not going through labs looking for the virus or part of STARs or anything. If your goal is to escape then regular zombies won't be much of an issue. If I am able to bring my gun(s) then I think my odds of surviving Raccoon City might be in the ~25% range provided my goal is just to get through the city. I don't think I have any chance of making it through Silent Hill.

I had the plan of having the player choose to save or kill in some brutal fashion the people who wanted to help him, family and friends, military personnel who looked down upon or whatnot.
