Cheating is illegal. It being illegal means they can't accuse you of doing it unless they can back up their claims.
Counting cards isn't cheating and you can do it as much as you want as long as you're using nothing but your brain, using other devices would be cheating. If you're good at card counting or just really fucking lucky they can still back you off, but they'd just say your game is too good for them. And even if they do, you're free to play other games, just not blackjack.

Nobody in real life has a luck modifier that lets them win randomly all the time.
In real life you get good at cards by counting, and casinos will ask you to leave if they suspect you. It is a private business, so they can refuse entry to you for any reason so long as it isn't due to race, sex, or protected class.
