It's all before my time, but I was wondering, why did they seem to have such an anti-Japanese bias? On X-Play they gave JRPGs terrible reviews and mocked Japanese culture constantly.

Was this just a thing in the 2000s gaming "media" at the time?

this changed a bit during the AOTS era. It wasn't organic, the producers pushed this because they thought it would get them a better "in" with the Western studios, you have to remember that this was during the beginning of the Xbox era, which is the first American console.

So the media was running a protectionist racket because videogames were starting to be seen as a valid avenue of influence operations. (If you don't believe me look up "America's Army Xbox" and "Full Spectrum Warrior"). Gaming was starting to go mainstream so it also adopted mainstream views, and the media reinforced that.

Cinematech was my favorite show because it had a lot of obscure japanese games featured.

Pre-2010, especially in the 90s, this was the norm for "mainstream" nerd culture in general. Dudebro gamers, wrpg fans, and even tabletop fans would brutally mock otakus. It wasn't just techtv/G4. I went to Sakuracon every year for the five years just before the year that ad came out. I stopped because I was getting older and the general age of the crowd wasn't. It was fun while it lasted. As cringe and pathetic as that ad made it seem like it was, it was surprising kino to hang out with a ton of people with similar interests, chatting with dozens of people while waiting on tons of evens. The DS just came out one year and everyone was in Pictochat talking to each other during panels and presentations.

Yeah thats the way 90s and 2000s were, it was all "Japan Cartoons" or "Japanimation". Anime was a rare thing to find. I would have to watch some programs on Tech TV (anime unleashed?) or whatever to find some anime shows, you know aside the toonami or adult swim stuff. Everything Japan was generalized or parodied the same way. On the other hand it was good because normal people weren't really into it so it was a bit more pure. I think an entry point for most people would have been like dragonball and pokemon stuff. People did like Japanese things but it was like Ninjas and Samurai, Karate kid, Sushi, stuff like that but anime was still a bit of a geeky niche thing.
