It's because in Japan there is no AA or DD cup like we have in western bra sizing. It just goes A B C D E F etc

So a western D cup is a Japanese E. A western DD is F. So on and so forth. That's why you see those sizes a lot
J or Ls are obviously more rare but when you take them down 2 letters they make a lot more sense
