It's the dungeons, the party setup, the 3-man party, item upgrading, even the monster design is pretty FF inspired though XIII actually has more customization when it comes to character building.
The game is set up with the same 3 arc structure that goes from linear>open ended>a mix too. BUT XIII genuinely does most of it better, even combat's way more frantic and interesting once you get into it

You can build any character to be any class in FFXIII with their own unique approaches to each. That's more customization than what you get in E33.
The last third of FFXIII opens up all areas for exploring. You pretty much get a world map. E33 doesn't really have dungeons either and the 2 man party thing is only for like 10 hours at worst.

Not only are the areas in E33 big as fuck and with winding paths that it becomes annoying the distinguish what is the critical path and what is a path that leads to an optional boss/item, as soon as you get Esquie, especially after he gets the swimming ability, you can actually go do a bunch of optional areas/world bosses if you so desire.

The reason why so many people like this game is that it does a great job marrying the presentation of the music, art direction, animations, writing, and all the other "unimportant" parts together into a something that is beautiful to look at and listen to. It is presentation value, but not in the BG3 way of "woah, CRPGs can look like that?!"
The game isn't misery porn because the writers wanted to write an Oscar-bait movie but had to settle for writing a video game instead. It still gets some laughs out of you without hamstringing the genuineness and tone with a Marvel quip anytime something happens. The Sirene boss fight is the best example of making a boss fight memorable outside of it's moveset. It honestly feels like this is what "soul" is. The gameplay is also satisfying and offers decent build variety, I didn't use Stendhal and got through the whole game just fine while switching up party/weapon/pictos pretty frequently.
As someone who has it as his GOTY even I'll admit part of the reason I love this game so much is that I haven't experienced a game that gives me these feelings in a long time, and maybe if we didn't completely just abandon this type of authenticity in developing all parts of a game people wouldn't be talking about it this much. But sadly here we are

Didn't realize how important this was but it's true, it has the earnestness of Japanese games without too much of the over-the-top comedic siliness (pls no bully weebs, it's just not my cup of tea but still leagues better than Marvel quipping)

Pretty much what Edge magazine had to say when they felt the need to add an entire preamble before their review to justify why they found it appropriate to rate it a 10 despite obvious flaws, basically it isn't close to perfect but it's such a sincere expression of an experience the team wanted to tell that it elevates the game.
