"Good" and "large scale pvp" are mutually exclusive in the MMO space, anon. Opening up pvp beyond designated zones automatically dooms an MMO because humans are assholes and will gank the shit out of new players, cannibalizing their own playerbase until noone is left to pvp with.
Not to mention these same players HATE to lose, so enough of them will gladly reroll or transfer to the other side and make it even more one-sided than it already was. See: Phase 2 WoW Classic when PVP stuff was added - on every server, the Horde outnumbered the Alliance, every town, neutral and Alliance both, was camped by full Horde raids 24/7 until some servers were 95-100% Horde population and noone was left to farm.
PVP isn't bad, but PVP in games that carry long term investment doesn't work due to simple human nature.
