Someone who actually cares about Halo to be in-charge and not overruled by executives who are blinded by greed. Many people could offer a better vision than the 343 era if that is done, reboot or not.
343 employees even had pretty good ideas that got shot down (unless these are always lies) because they didn't seem trendy, like the concept that was similar to Helldivers 2.
There are definitely story and gameplay options to get back on track without rebooting. Whichever path, the missing element is having the right priorities.

I wouldn't say rebooted. But I think a prequel set in the 2540s or a timeskip where you play as a noble 6-like Spartan. I don't think using master chief is a good idea anymore. Not saying he doesn't need to be in a game, but 343's attempt to humanize him had the opposite effect.
