To many dead hours at work and I hate sitting here on my phone. I have a 2ds XL and a switch but they are too heavy to carry like a phone. Any advice.

It's pretty good. I bought one from Japan but the battery was dead. Tried to change it myself but turns out Japan's Vita needs it's own kind of battery so im saving it til I visit Japan again and fix it.

Wallet always goes next to your ass cheek. That's the luck. A 3DS is portable enough, the DS/3DS and PSP Go are the only handhelds that actually feel portable.
I still carry them in my backpack next to my laptop though.

If size is a concern like that, I'd say either a non-XL N3DS or a small chinkheld off aliexpress. Probably one of the RG35XX models or the TrimUI Brick or something. They'll only emulate up to PS1 games, but most games past that aren't terribly great on small 4x3 screens anyway. Don't be afraid of the vertical/gameboy layout devices, they're more comfortable than you'd think and do a lot for portability. Something about them also just gives off less autism vibes if you're at all in public.
Possibly you could go for a Retroid Pocket style device (idc too much about those so I don't know if there's better options than the Retroid Pocket 5 itself), which are a few hundred and can be about the size of a large phone. I feel that class of device has largely replaced the PSP/Vita.

You're looking to buy consumer electronics. Your country has a tariff on China. Even asking whether a game console is subject to tariffs is an absurdity.
There are no good solutions for you that don't involve massively overpaying, finding a way around the tariffs, or getting some old second hand handheld.

The difference between Chinese and non-Chinese electronics is that Chinese electronics are almost all recreational slop that most Americans aren't interested in that break copyright law, everyone else buys from Japan or Korea anyway, not to mention a growing electronics market in America because of 3d printing opening up manufacturing to people at a lower cost.
