NGB needed more humanoid enemies. I don’t want to fight gayass goblins with green goblin breath coming out of their necks.

My theory for why NG2 turned out so interesting is that it's unfinished. If the game was properly polished would they have toned down the enemy counts? Cut out the incendiary shuriken spam? Buffed counterattacks? Sigma 2 did some of these things but that wasn't directed by Itagaki.
