Ackchually in the context of YGO that's a 0 because it cost you 2 cards to summon and provided you with itself and one drawn card.
A +1 is Nadir Servant (draws 1 and searches a card but is just the spell by itself used up) or a card like Cardcar D (tribute, then draw 2 at the expense of your special summoning privileges and the rest of your turn).

I'm unsure if ringy dingy is +2 because I don't know what a body entails in this game. Like it looks like realistically she is a +2 since you can "evolve" her and be refunded a card so losing her is card neutral, but I know some games have unlimited play from hand as long as you can pay a resource and some limit to 1 per turn without a special mechanic to make more.

As a body the main thing is that she has ward, which means your opponent can't attack anything else while she's in play. Opponent evolves can often clear this trivially, but without one it can limit how much damage most decks can do directly from hand without any set up.

It's like how in YGO there's a field spell that can draw 7 (iirc) cards if certain conditions are met, but the card isn't considered a +7 or anything because really you're going to lose before that actually gets to happen as the deck it's attached to is slow, unplayable dogshit.
That anon posting charge warrior above, well that is almost always going to draw that card. Ostensibly there are always external elements of the board state that matter more, maybe your opponent has say, Marshmacaron blocking you, well that Stardust Charge Warrior can clear all of them plus any new ones they summon, but that's not something I'd consider normally on the card because it's usually just a combo piece.

You neglect to mention that There are other cards that free evolve other cards, like Olivia. There are better targets, but sometimes there isnt or you just need the draw, which means at any point she is a draw 2 card while getting rid of another card for free. The best possible value you can get from ringer is evolve draw, get rid of a card, and force your opponent to deal with it by wasting even more resources on her, and you still end up drawing another card when they do.

She is not a problematic card, but she is one of the best 2 drops you can put in your deck for pure value.

Not how it works. If you played a normal SPELL card, let's say Goblin of Greed (Draw 1 and opponent gains +1000 LP), that's a +0 because the spell has been used up and is no longer of value. It has replaced itself to thin your deck. Ipiria is summoned and remains usable as it is a monster card that doesn't tribute itself for the draw effect. I can use that Ipiria to link summon another monster, tribute it for a cost, etc. And it granted a card, ergo +1. Context is important. Also you clearly don't know how the game works because a l2 normal isn't 2 cards to get out

checking recent lists on Masterduelmeta, it looks like I was wrong and people are still using Liquid. personally I think it's less optimal, since the deck is too behind the top meta and Liquid is a "win-more" kind of card in my eyes. the Evil HEROs added some ok cards that improve the engine's options, so instead of searching Liquid you can search Adusted Gold and go into other stuff. it's not that significant of a power boost
nowadays the best way to play the deck is, ironically, with Fiendsmith. the engine synergizes really well with the Evil HEROs, it's much more versatile and less bricky than pure. I find it specially nice in Master Duel since Verte is legal, so you can include DPE into the mix. it's not the best way to play Fiendsmith, but at least you get to play HEROs at an ok power level
