He shouldn't be since that's the arch nemesis of DK Jr. But Nintendo doesn't care about continuity, as you can see with Pauline.

Nintendo's selectiveness with Rare makes no sense to me. Diddy, Dixie, and Cranky are okay to them but anything related to the kremlings isn't.

It’s very possible. It’s made by the Odyssey team, and we know from that they like to throw some fun twists for the later half of the game (the Dragon Fight in Ruined Kingdom, the moon Finale and taking control of Bowser, Mushroom Kingdom as the post game stage etc.)
