Merging with Helios is the best option. A benevolent, competent dictator is by far the best form of government, especially one who has enough mental capacity to do all the governing work singlehandedly. Tong's plan is only a short term solution, eventually the powers that be would want to bring the world back to industrialization and they'd be faced with the exact same problem, in which they'd cry for another world reset. But you have the opportunity for a solution right there in front of you, and you might not get it again the next time around, so best to take it.
