Do you think Risky's hat between the two images is "same design, different art style" or "two different designs"?

Note that the sprite on the left matches the artwork on the right. And I wonder why they didn't go eith the classic hat for the artwork? It's like if Mario has red overalls and blue shirt in the sprite, but blue overalls and red shirt in the artwork

They heavily stuck with the character redesigns seen in the games since Pirate's Curse but only added some of thr old touches to Shantae's portraits in Risky Revolution. But yeah, most of the sprite art is based on the era of the GBC and DS game.
