Nobody sane wants to deal with artificial, shitposty, Discord-generated threads designed just to rile people up—or political trash. Is part of the problem coming from third-world users? Maybe, but it's a broader issue. Nerds were the only ones with computers back then. The rise of mobile phones brought everyone and their grandma online, and that killed the culture.

The internet was genuinely wonderful in its early wild west years, because the only people inhabiting it were educated adults with solid tech knowledge and plenty of disposable income. You could genuinely rely on the internet to give you something funny, original, helpful. I get really nostalgic over early forums sometimes.
