2's patch is... Wonky, to say the least.
The gist is that they DID manage to translate the whole. Thet just never managed to INSERT the whole text into the game. So basically half the game is in japanese while some sections are in english.
It's playable, but you need to get a text file with the script for the story to read along and a guide with skills to know what they do.
It's annoying but doable. That's how i played it.

Ignore the terrible trailer narration, the game itself has a decent English dub. It was originally developed as FM: Borderscape but Square-Enix canned the contract. SE has always had a bad track record for the shittiest demasters/demakes and ports but I feel like they also have it in for FM with trying to get this game canceled outright.
