You apparently can't outright remove passives so if you are breeding for stuff that doesn't use any of the table available passives, it's not that helpful. While it is nice that Infinite Stamina, Musclehead and Serenity are in that table, Musclehead and Infinite Stamina aren't THAT useful anymore thanks to the introduction of Demon God and Eternal Engine last patch.
And for swimmers they added Ace Swimmer and King of the Seas and neither are in the surgery table either.

All old world water pals are still around, fishing has some exclusives as well as some 3 special types of nodes; sparkling, sparkling+purple glow or sparkling but green. Sparkling always has Alpha pals, purple glow seems to always have rare skills (Demon God, King of the Seas etc.) and green sparkling seems to be both altho purple glow and green sparkles seems so far to be the same to me, maybe there's something else to green sparkles but it's the rarest to appear.

Depends on where you are in the game. Early you want stamina, but once you get a decent mount stamina barely matters.
HP if you're bad at video games or are on a harder difficulty. Attack if you're a chad.
Carry capacity is good, but just having pals that give carry weight bonus is enough for early game.
Work speed is a total meme. You're outclassed by pals no matter how far you boost it. Be happy with the stat ups you get for it, but never spend a point there.
Of course none of this really matters because you can respec fairly easily and grind all stats to 100 with items.

It can be played Solo (which I believe is its primary "intended" way to play), or it can be hosted by someone else, or you can get your own dedicated server and host it there.

Playing solo is 100% okay and fine and locks nothing behind multiplayer at all. Anyone who wants to play with their friends, can complete the game 100%. Anyone who wants to play alone, can complete the game 100%. There is no downside to how you want to play the game, if you want mods, if you want an easier time, if you want a more difficult time, it is all at the players fingertips to do with it what one will.

I personally would at the very least try it vanilla until you get to a point where gameplay becomes too tedious or too easy, then mess with the options to make things easier/more difficult as you want. It's all up to you.

As far as "fun" is concerned, if you enjoyed Ark, then you'll like Palworld. A lot of things from Ark are present in Palworld, as are a lot of other different things from other genres/titles that would make sense in the kind of gameplay that Ark is similar to.

Early game, go all in on carry capacity with 6 in work speed so you can harvest ore without wanting to neck
Eventually you'll reach a point where you can make medicine to cap every stat so don't stress too much about "wasted" points

Getting a few levels in work speed is super, super valuable early on. It gives functionally diminishing returns, but iirc 2 points doubles your craft speed, 4 more doubles it again. Grabbing 6 levels of craft speed immediately is SUCH an improvement.
From there it basically doesn't matter.
Attack if you wanna Gobfinmax, carry weight if you'r fulkkin klepto pack rat, HP if you think dying is for faggots.
Stamina is a little eh, but is a decent investment a bit later.

Generally no.
Broadly, pals can't get stuck anymore, if they think they can't reach a station, they'll just work where they're standing to get it done. Lazy, but, it works.
Larger or flying pals still struggle with interiors a bit, but it's not as bad as it used to be, especially with the failsafe.
The big thing, is make sure all your interiors are 2 levels high. Anything bigger than that is probably a fuck for interior navigation anyways, and is likely to just reach upstairs through the walls anyways, but 2 high at least usually prevents pals from being convinced something is not navigable. Unless you REALLY want your big fucks to be in an interior for vibes, to the point you're willing to make a megastructure encapsulating the entire base, shit like Jormuntide is an outside pal.
Do remember that pals can't use doors, and you should pretty much always have any foundation on the ground, connect to the floor with a ramp, even if it looks completely useless. Pals kinda don't like stepping up onto foundation blocks, in my experience. Also they tend to path through a most direct route through player structures, so expect conga lines, and every single pal running up that roof edge instead of up the interior staircase.

Does anyone have a list of recommended server settings for a solo world? I used ones i found that were up maybe a year after its initial launch, i dunno if anything changed since then

The only changes I have are more bases/pals per base (because it's more fun) disabled raids (because they're buggy and shitty) and half weight on items (because things keep getting heavier and you're expected to hold more items, but weight limit hasn't been raised in several patches). What Soul almost always means, practically, is the developers had a combination of enthusiasm and time to add the little spots of detail to a game.
In the old days, Soul primarily came from the debug period. That 3-6 months where the game was "done", and the developers were bug squashing, looking for oversights, and so on. During this time, a lot of developer dicking around happened. I have the editing tools open, I'm going to put a guy here who serves no purpose, but to complain about an aspect of the world I don't like.
Or I'm going to put in an obscure interaction between a late game item or power, and this early game enemy, because I have the code cracked open right here.
Or this guy moving looks a little bad, let's spend a couple hours making a new walk cycle for him.
Or someone realized it was absolutely possible to do this series of events out of order, so put in a flag for unique dialogue.
This also happened because developer turnover was much, much lower. These were people that had been in the company, developing games on this engine or an ancestor to it for years. Sometimes they were the ones who MADE it, and so they would just intrinsically know some of the things you could totally do, and do them pretty quickly if they had the thought to do them.

This doesn't happen anymore. The dev cycle is too time crunched, employees are cycled before they get comfortable, and the bugs are fixed after you buy it.
That's where the Soul went. Soul was the developers playing with the game they made, in an open ended way. No expectations or requirements to do it, just doing it because why not, it's fun.

The roll for what comes out of a found egg (meaning, not from a breed farm, those follow their own rules) is dependant on where you found it, with no bearing on player level or any other metric. A Dragon Egg, found at a particular area (island, or occasionally sub areas of one) will always be one of a handful of pals chosen for that area. This is how, for example, Jormuntide Ignis will only ever come out of fire eggs from, I forget where exactly, but one or two specific areas, I think the wildlife preserves but it's been a minute.
Egg size is directly tied to a pal's breed value (basically, late game pals will always be in huge eggs, notable exception for Relaxaurus), meaning Egg size will always be indicative of how "strong" the pal is. Breed value is an inherrant quality of pals, that is used to calculate what offspring they produce if the combo isn't a special exception, but also roughly correlates to how late into the game they are, and their relative strength. It's why you'll never get a Jormuntide breeding early game stuff, and will never get a Cattiva breeding late game stuff. What matters is that at certain thresholds, eggs become large, or huge.
Again, with the notable outlier of Relaxaurus, (almost assuredly, Relaxaurus was originally an endgame pal, that was made early game, and weaker later because it's the mascot), which fucks up the progression trend for Dragon eggs specifically. Dragon egg size pools are a bit fucked to accommodate Relaxaurus. If you're finding huge Dragon eggs in relatively low level areas, and are getting nothing but Relaxaurus from them, this is why.
Note, that this does actually mean Relaxaurus is VERY valuable for early game breeding, because it can leapfrog you WAY into the late game breeding pools in a couple generations. I believe it + Celeray is an Anubis, which, between those, basically opens the entire endgame pal selection if you're a breedmaxxer

For the most part, base locations are not hugely important like in the past. Every ore roadblock can be pushed past, as after a few more levels you'll be able to set up quarries in your base for pals to mine from. Rock, ore, coal, sulfur, etc, pretty much every type of ore will eventually become automated, and if you need a bunch of ores before unlocking the quarries, it's never too far away.
The only exception is you will eventually need a spot with oil patches for your 50-60 level range. However there are a lot of these scattered around now, and maximizing oil production is no longer the challenge it once was. Each pump gives more, you have technology which increases it further, and endgame items eventually move past oil and on to later ores. But for a starter base? Plant it quite literally anywhere. It's also easier to pick up and move bases now, as you can pack everything into a Guild Chest that's basically an ender chest, it has a static inventory across all bases.

While this update was definitely a step in the right direction in numerous ways, the next update NEEDS to address the retarded combat AI and base-building limitations.

Pals still run 500 feet from the player when faced with a large group, the vast majority of enemies still aimlessly stand there waiting to get hit and don't attempt to dodge hits or deflect them.
Meanwhile base building is still barebones as hell. You can't properly combine two or more bases together, you're always forced to stick with the same circular perimeter range and the customization options are still absolutely pathetic and entirely consistent of cheap, unreal market assets.

One thing to consider is that not all elements have a good, spammable projectile you can use while mounted.
Most do, but Ice, for example, only has ice missile, which tends to suck when used by a mounted pal. Putting a basic projectile you're comfortable with is almost always best on a mount pal, even if you're not getting Stab on it. For me, I just understand and vibe with Dragon Canon, and prefer to have that as the shot on anything I'm using as a flying mount.
On the opposite note, unmounted pals have a hidden fourth moveslot, for when all their moves are on cool down, which will always be the basic move of their primary type. They can use this, even if the pal doesn't actually know that attack normally, so if you were planning on putting that move on the pal anyways, and it's not a pal you plan on riding, just put another big stupid power move in there instead. You'll get the cheap move for free AND have the extra strong move.
Putting a poison or burn move on a pal that doesn't otherwise have one can also be a net increase to damage, even if the move itself is doing less, and sometimes moves with a knockdown effect can be handy for cheesing certain fights, so picking for status can be worth it, too.
Then there's a handful of moves that are just great regardless. The electric one that's just the big, fuckoff AOE, Lightning Strike I think, or Seed Mine. Those can be worth putting on someone even without Stab. All the whirlwind/tornado skills are fantastic on a flying mount too, and if they don't have a Stab option, it can be worth picking one up anyways
Finally, melee pals. Melee pals are kinda limited on the skills they actually have access to to stay in melee, and if they aren't Anubis, then they will almost assuredly be relying on non-stab moves to complete the moveset, because all melee is better than them shuffling in and out of melee for their different skills.
