Before Nintendo changed the pokemon games to make IVs/EVs/Natures/Abilities easy to get 99.999% of the competitive community used hacked pokemon and no one cared. People did still continue to use them up until Nintendo put a stop to it, and now competitive pokemon players either grind it out themselves using the many in game tools, or pay someone else, or buy them.

It was technically possible for an rng seed to generate it in game, but the way you had to find it in its specific game actually prevented it.
