It's shitty motion blur implementation. You shouldn't be able to see it in a scene of a bunch of people standing still like that unless the devs were lazy and just slapped it on with the same constant consistency. Console games are especially bad about it because the overwhelming majority of them don't let you adjust it at all.

my guess is some interaction between a geometry smoothing shader, and the depth of field blur. Like the shader is maybe making "fake" polygons, and they have to interpolate or dither it into the background?
whatever effect it is, they're spending way too much money on this shit

I never played any Metal Gear except the demo for 5 and I bought Death Stranding because it looked comfy and it was.
