You shouldn't be able to see it in a scene of a bunch of people standing still like that unless the devs were lazy and just slapped it on with the same constant consistency. my guess is some interaction between a geometry smoothing shader, and the depth of field blur. Like the shader is maybe making "fake" polygons, and they have to interpolate or dither it into the background?
