At the end of the day, Star Wars is a story about heroic adventure. If you set it during the the Galactic Civil War, then it is extremely difficult to write a compelling story about a heroic Imperial character because they're cogs in a machine.
Beyond that, "single player narrative driven" games are probably the most expensive and focus group-driven video game genre. In other terms, you need something with widespread appeal and want something with a safe message.

The best you'd be able to get is a smaller-scale RPG set after Endor, where you play an Imperial who has to navigate the collapsing galactic order.

you literally just make a game where you play stormtroopers killing rebels/space pirates/gang members in the outer ring, etc. and you add in lots of cool vehicles and blasters and stormtrooper variants and make it a lot of fun, like star wars is supposed to be

Edmun Dontus is a young man working as an apprentice with his father in the shipyards on Correlia. He and his family want nothing to do with the growing sectarian violence between the Empire and the Correlian Resistance, but find themselves caught in the middle of it when a group of resistance fighters break into their home to evade Imperial patrols after bombing a convoy. Dontus parents are both brutalized by the insurgents when they try to alert the authorities and are killed in the crossfire of the ensuing gunfight. The resistance fighters escape, Dontus' parents are dead, and Dontus is falsely accused of collaborating with the resistance and sent to a detention facility.

Years later, Dontus is given a chance to join the Imperial Army and climbs through the ranks to make his way into the Special Forces, hoping to use his combat skills, position, and power to hunt down the people he blames for the death of his parents and his false imprisonment - the resistance fighters, now all high-ranking figures in the Rebel Alliance. Unsympathetic to the Rebellion's fight against the Empire, or simply blinded by his single-minded pursuit of vengeance, Dontus travels across the galaxy to destroy the lives of the people who destroyed his.

Start them as republic clones in a no-Jedi unit. You play as just a rank and file soldier, but through the first half of the game, you build up camaraderie and trust in your unit. When Order 66 happens, your chip doesnโ€™t activate, but you see all your trusted comrades and commanders doing their duty, the player will naturally be pushed into following them (like a real soldier in such a situation). The second half has you as a stormtrooper gradually becoming numb to combat and sinking into just following orders and trying not to think about what youโ€™ve done
And if you really want it to be good, you can keep the second half working for the empire secret and make it seem like a played-straight clone wars game
