Because the timeline surrounding VII is autistic about the number seven, so there wasn't more space for the game's events.

It's because Cloud's memories and therefore feelings are intermingled with Zack's due to Hojo marinading them in lifestream together and the whole PTSD psychotic break that followed. Cloud reminds Aerith of Zack in a general sense, but Cloud's feelings towards her aren't his own.

I think open world games have this unspoken implication that the world is not merely what's presented in the game world.
Basically the equivalent of "how come I never see my character take a shit" because it happens in the implied off screen time lapses.
A good example of a game acknowledging this is Xenoblade 3, which canonically takes place over 3-ish months because the progression of time is plot relevant. In most cases this is inconsequential and presents only minor plot holes at best. Yes, it's possible for 2 young people to fall in love in 2 weeks, especially when they're bound together in a life or death mission.

Tifa and Cloud weren't close friends as kids, but they were close enough for the watertower scene. She wouldn't have asked him to come save her if she's in trouble if she was completely impartial to him. And then when she found him in Midgar, what she found was the last surviving childhood contact from her incinerated hometown. I think people overlook the effect that would have. Then she realized something was really wrong with him and got concerned, finding excuses to take care of or at least keep an eye on him.
