All the other Palace Rulers in P5 were targeted because they couldn't be caught by conventional means. You can upgrade your Ann with the dupe Ann. Gacha games always have some kind of upgrade system that uses duplicates to improve the character. It's a way to get people to buy more rolls. In other gachas, it's even the difference between a character being usable or not.
