You can easily go 1-20 through the human starting path only, although you will need to scrape around and hit all the quests in each zone, including Deadmines/elite quests in Redridge. Although the quests in the Loch are pretty good and easily accessed by human players.
Darkshore would be an 8/10 if you're just talking the quests, as there's a decent amount and they're all pretty solid. Shame the zone layout is fucking aids though, making you go north and south endless in a zone about 3/5ths the size of the Barrens.

I think the objective (before they 100% casualized the leveling path) was to try to hit as many quests as possible that were "effective" (like lock/darkshore) to minimize the amount of grinding you'd have to do to avoid quests just running out due to being low level. I worked pretty well
