Because they want to emphasize horror and it makes no sense when Leon has basically turned into RE universe James Bond mixed with Rambo, a gunslinging one man army that somehow pulls off a 90s boy band haircut in his 40s.
An FBI analyst with rudimentary firearms training is basically the mechanical compromise for people well-acquainted with survival horror. There's no reason a post-1998 Leon would be stumbling and making those kinds of mistakes.

And God knows with the fact they name-dropped Leon and are playing coy that he's going to have his own action-heavy campaign or story section that'll make a Doom game or RE7/RE8 Chris seem restrained.

Because there isn't much to improve these days besides the resolution and polygons. Graphics are stagnating because they're already pretty lifelike.
