There are two physical barriers, and two social barriers.
The physical barriers are

>STDs
and already being worked on, pregnancy -> birth control, and STDs -> condoms and modern medicine.
The social barriers are

>abuse of power
and these are not progressing one way or another, due to a myriad of factors, including religion, political climate, culture and contemporary views around openness to sex in general.
If you want to see progress, the only way forward is through "sex positivity".
You want to defang intercourse by idealizing casual sex, to the point where it catches up with younger people. Right now, less and less people are having sex, so we're going the opposite direction.
To note, many people part of the sex positivty movement are staunchly anti-pedophilia, but that's usually a deflection they use against right-wingers who want to paint them as pro-pedophilia, which would destroy the movement.
