They rotate the catalog every month. About a dozen games leave and a dozen get added.

This is seperate from the monthly games, usually 3 or 4, that are yours to keep forever as long as you're subscribed. It's honestly a steal. $13 a month and you get access to thousands of properly good games from PS1-PS5. Once a game goes up on the service it usually stays there for at least a year, and games routinely get added, taken off, added again, taken off so there's plenty of chances to play every game you ever wanted to play for "free".

Basically the games are on a rotation but if you redeem one then you keep that in your library and can access it when you have PS+.
Looking at the article it looks like they're removing games from people's libraries even if they still have PS+.

PS plus was always a trojan horse for paid online, they know 99% of people who pay for it don't give a shit

You got it wrong.
The 3 or 4 games you get through PS+ Essential are always in your library and you will always have access to them as long as you are subscribed. You can cancel your subscription today and they will be there when you subscribe back.
Games available through PS+ Extra and Premium are not permanent acquisitions and you lose access to them as soon as they get delisted from the service. Extra and Premium are like Netflix.
It's been like that since the very beginning.
