I played it for the first time this Febuary, emulated the International Version and had a blast, I'd definitely give it a go. If you're set on getting the steam version at the very least get make sure you have the music set to the original ost. Sadly there is no way that I know of to restore the original character models

Loop Hero and Backpack Hero have you building your town in-between the main gameplay. It's not quite on the scale of Dark Cloud though for obvious reasons.

I've been kicking around the idea of a city builder where you do first person dungeon crawling for resources for a while...I should actually make it because I want to play a game like that before I die and there's no guarantee someone else will be autistic enough to pursue the idea.
