This is a first try on a thread for this. The idea came up yesterday with another anon where he showed me this and we thought someone else with a spare wii or a dolphin emu might be interested. For now player count is ~50 on avg and rooms are easily found after about 10 seconds of waiting.

Yes, in the sense that every mario kart multiplayer mod needs wimmfi to work if you play on a wii and not on dolphin. see https://wii.hacks.guide/nintendowfc , it's a pretty straightforward guide (be sure to mod the wii first with the guide on the OP, it's the same website with a step by step guide)

I play it regularly; the game easily finds people for it. The issue is that there's a solid 2 minute wait timer in between races. I think they should do online with 4-race cups.

I'd argue Baby Blooper meta is worse than anything MKWii offered since no other kart compares to it stat-wise, whereas Wii's SSMTs and other mechanics give other bikes like Bullet, Dolphin Dasher and Magikruiser a chance to shine.
Nothing's as bad as MKDD Barrel Train however, but that game doesn't have online multiplayer so who cares.

The intent at balancing was that Karts got yellow drift boosts and faster top speed overall, while bikes got wheelies. The problem is that even the slowest bike's wheelie is faster than the fastest kart's top speed, you can cancel out of wheelies any time by pressing down on the D-pad or the drift button so the risk/reward of getting wheeliebumped and having to commit to a straight are gone, and that bikes ALSO have inside drift which is objectively better in almost every scenario. The only time a Kart is better is in Rainbow Road since there aren't enough straights to warrant bike wheelies, and the turns are wide enough to benefit outside drift.
As an aside, since this thread's talking about Retro Rewind, that modpack tries to fix kart balance by giving them hybrid drifting and MK8's pink miniturbo boosts.

Golden Mushrooms are pretty low-tier when it comes to lightweight specials, since they're essentially 5 consecutive mushrooms in a game where no shortcuts warrant that many uses and snaking is already a dominant way of racking up speed. The Koopas are better since you typically gain access to triple reds in second and below for offense, and triple greens in first and other high positions both for defense and offense. Jr.'s alright, too. Diddy would be the best for frontrunning due to the giant banana's utility for trapping, and while it does work as intended in multiplayer, he's worthless in single player since the AI phases through stationary items. Babies are horrible.
As for why the Barrel Train is undeniably the most broken kart, it has the 2nd fastest top speed, average acceleration and good offroad (when most speed-based karts completely tank both stats), decent weight to be able to bump middleweights, the smallest hitbox, and notably, the way the kart is built allows it to work with DD's physics since it bounces around the least offering the most stability, a rear-tires-first turning style that plays into snaking perfectly (combined with lights having the longest drift miniturbo time). No other kart in the game can compare at all, but it doesn't get talked about as much as Dry Bones Dry Bomber, Funky Flame, Metal Mario Red Monsters and Yoshi Inkstriker due to the game being completely offline.

Looks like there's an ISO builder, so I'd assume it works on USB Loader.
The thing about Retro Rewind is that it was meant to make up for another mod, CTGP-R, being so anal about DRM that they prevented it from working on USB Loader and Dolphin, which ended up killing off its userbase over time. RR doesn't do that at all to make it accessible for people.

CTGP doesn't support USB Loader and Dolphin, so it's a bigger hassle for new users to set up. The userbase is dying out for CTGP because of that too, most WWs and casual friendrooms are done in RR instead. CTGP's only used for Time Trials now.

Mario Kart Wii Deluxe doesn't, and it's specifically because Wiimmfi requires you to actually own a Wii and dump the nand.

I used the retro rewind link in the OP post and used full download link, and opened the game with WheelWizard (i'm on dolphin.) I don't really know if i set everything up right or not but the rest of the game seems to work besides the custom music

The course variety is fun, and despite "the meta" being stupidly strong, the mechanics tied to them like sharp inside drifts and standstill miniturbos are exclusive to this game and a lot of fun to use, compared to the later games' mechanics.
I also don't think it's fair to single out MKWii for poor balance when all online MKs are pretty littered with meta character choices. DS with Yoshi and Dry Bones on their default karts, 7 had Red Monster spam to cheese offroad cuts, and 8 has the Yoshi combos show up nonstop, so it's just as homogenous.
Not a defense against base MKWii but the mod that's been played ITT tries to solve the balancing issues by buffing karts so bikes don't dominate.

Auto drift has been changed to "Hybrid drifting", where turning without drifting uses the opposite drift style while drifting uses the typical style. Karts also now have the pink drift boost from MK8D, which combined with the former actually makes them viable.

CTGP's been dead for years and is only used by Time Trialers now since the ridiculous DRM made it a hassle to play on a regular level, combined with Bean leaving in horribly designed courses because of the "historical value" of them turning people away. CTWWs are dead, so you'll almost never find someone else to play the new tracks with.
Retro Rewind's more accessible to people since it supports USB Loaders and Dolphin, evened out the kart/bike imbalance, and adds every single course from the legacy games in, so it's perfect for casual and serious races. The ease of play alone puts it leagues above CTGP, since Retro WWs are actually active.
