There is very little that blizzard is willing to do at this point to attract new players
The game itself is so designed around having a playerbase that will unquestioningly put up with ancient janky bullshit that the devs probably don't even know why they can't hold new players.
I gave the game a genuine try before during a lull in FFXIV and it was ass.
Travel was too slow and getting around relied on a bunch of bullshit that isn't obvious at first. Autoflying in a straight line on your mount to get anywhere is not immersive or relaxing. It's a waste of time. Teleport points are also poorly documented in game or on the wiki.
Cool mounts and transmogs from 15 year old raids being locked behind an arbitrary weekly timegate just felt insulting.
The playerbase itself is hostile to someone willing to learn their shit and most guilds are either turbocasual chatrooms that do nothing or boomers that only want other boomers to raid with. I don't mind that too much but raiding is still 90% of the game and it being tough to get in to sucks.
Some of the gear in the game looks comically bad. Literally just textures spray painted on a flat model.
Lots of cosmetic shit locked behind absurd grinds. That wouldn't be so bad if it weren't also old content that's still timegated.
And that's just off the top of my head.
