most players want to play the 3 lap tracks instead of the 1 lap intermissions, which are considered of lower quality
the track vote at the end of each race considers the tracks that are closest to the current one so you can drive to it through an intermission OR random, which chooses a far away track, thus skipping straight to the course without an intermission, so lobbies were inundated with people picking random to skip straight to a 3 lap track
nintendo updated the game so this is no longer reliable by making random consider the close-by options first instead of not at all
