If you are capable of defending yourself against the horror then its not scary, the only exception is something like Fatal Frame since your defense is a slow charging camera, but in most of these games you're very well equipped.
Even a character that isn't a warrior like say Harry Mason or Heather, both of them still have weapons and are capable of killing the things attacking them.
There's also the fact that this is the 9th RE game, people are already hardened to the scares or horror, taking away your weapons like the doll section did in Village is the best they can do to "scare" the player.
