Of course, that's what he's assuming. Realistically, since the Werehog isn't a base character, there's a good chance he just won't have a voice at all, since that's how things seem to be leaning with DLC characters. On a similar note, this also explains why they didn't have Roger voice Metal Sonic, and got Pollock to do the character instead (iirc), since Roger voiced both Sonic and Omega in Shadow Gens as well.

Everything we've seen about non-base-roster characters is there's no voice. Spongebob has no voice, Miku has no voice, Roger Craig Smith isn't voicing the Werehog. The DLC characters simply have no voice, ironically and amusingly because of the voice focus the game has otherwise- each of the base roster has so many voiced lines that it'd be a maddening scope creep to have the DLC characters also have them
