The way I would write it is that I would just put her somewhere for the player to stumble across in a completely mundane situation. If anybody played the previous games they would be compelled to bother her because "it's that familiar thing". The trailers and gameplay videos don't paint a particularly flattering portrait of Hardsuit's writing or really anything. The game looks really bad. I feel like a lot of people were operating on hopium.

Each clan has its own audio design, own set of animations, and fits a specific gameplay role. Tremere are the ranged combat class because they can make blood projectiles. Brujah are obviously the close range melee class. Banu are the stealth class.

One of the mandates in the game was that there could be no quests or quest objectives that a normal human could do. So no "find the keycard for the elevator" is one dev put it. You become the sheriff of the city fairly quickly, but I don't know when. There's an existing Sheriff. Presumably he dies.

One of few things that made VTMB memorable was unique dialogue, story along believable facial animations.
The latter is a litmus test for a lot of games. It's hard, it's expensive, its time consuming and if done incorrectly can make things even worse than if you did nothing. Most games nowadays are cheap cash grabs that only care about profit so they will not waste resources on something with high risk and very little profit. If a game has animated faces of the NPCs then its a good sign that the game is doing something right.

Why is that bad? There is a system of masquerade breaches that increase in intensity as you do more vampire things in public. People will eventually run for the police, and if the police start shooting and you fight back, the court assassins will show up.

They have to delay reaction time otherwise NPCs go from standing around to rampaging towards the nearest police officer.
