It's not as popular as a setting and not as well documented which makes it more challenging to build a city building game around

Probably because of overlap with Pharaoh, their next game was planned to be a medieval type. And they were developed by Impression Games, not Sierra, so maybe they had to pitch stuff to get published and couldn't push the same thing over and over again.
Also, there's Nebuchadnezzar for fertile crescent, though it wasn't made by them and doesn't play the same, but it's inspired.
