You got Shenmue II where some parts take place in some casino like resort in the city (with the day and night cycle it adds to the atmosphere), also in later acts you also explore ran down village (based and even named Kowloon) in china where there are many street gambling game stands and underground fight "clubs". It's why many people find Shenmue a great game.
pic rel is Shenmue III also with casino vibes but later in the story.
