No, the reason fighting games aren't popular is because they aren't intuitive to learn, aren't newb friendly, and require way too much time to sink in before you can even begin to compete at even the lowest level unless you enjoy getting perfect'd every game. Oh and let's not forget the fact that this genre is exclusively made by boomers and/or retards who seem to expect everyone to be using a Sega Genesis controller with how every game labels button inputs with A/B/C instead of real prompts that correspond to the input device the player is using (PS/Xbox Controller, Fight Stick, Keyboard, etc.) further making the genre harder to learn. It's why FPS games are so popular because they're extremely easy to pick up and don't require a degree in rocket science to pick up. Here's your gun, there's the enemy, fucking shoot them. This is not always a good thing. I actually specifically picked up Type Lumina as my friend had recommended it saying it's one of the easier games to learn. Then I go and look at the game's tutorial and there's fucking 93 of them. Yeah I can remember all of these, no problem! Easy btw! This is just another issue with fighting games. Their small playerbases as a result of poor design make it even harder for newbies to get a foot in the door when nearly every match they're against a god at the game unless they're playing the brand new popular shit that came out or Smash Bros.

SF6 did something like that with World Tour, the random NPCs you can fight will either fight you like low iq enemies or repeatedly use a strategy over and over to get you to learn it and counter it.
You also have special encounters that push you torwards using your character's moveset or the game's system mechanics to deal with them.
The issue is that by having World Tour you pull resources that could be used making more characters, stages and costumes and you end up waiting months for 1 character to come out alongside their 2 hour piece of side content in World Tour.
