I'd say that they would anyway. Ostracising them did a number, granted, but the Uchihas are legitimately no fun police and they have a history of trying to subdue the village, see, Madara
besides, this is pretty recent, IDK, Madara vs Hashirama was like 70 years ago, tops? Trusting the Uchihas would take at least 4 more generations and thats assuming they dont do something stupid (which they did).

I dont think he even had the time to consider Konoha politics: it was "you are hokage now, also you will be dad soon, kyubi happens, you ded".
We'll never know how Minato would have been, but given that he seemed to be more intelligent and a better leader than Naruto (he actually managed to become a sensei and headbutt everyone without tail god powers) he might have been able to fix that shit, specially if he had more time to fix his relationship with Obito.
We have acknowledged that, memes aside, nobody gives a shit about your leadership, you need to be able to ninja harder and faster than anyone else and that makes you the Hokage, paperpushing is for minions.
I will say however that the argument contrives itself so that the story works as it does, so fanfiction becomes a bit more difficult unless you go full "canon is for retards"
