Tsunade could have been a decent Kage in times of peace, and given he combat style and capabilities she could have probably made the other kages pause before trying something weird, besides meteor old guy, meteor old guy was a cut above everyone there
but Pain was just overwhelmingly powerful. He had like 7 disposable bodies with peak powers, not to mention ninja nukes. Pain was there to go toe to toe with the Kyuubi and survive, and given the circumstance he might have gotten it

I don't think the Uchiha revolt if Fugaku becomes the fourth hokage they only did that because they felt ostracized (they were) in their little section of the village which was by design of the 2nd hokage
The third had he any common sense would have immediately allowed different clans into the konoha police force so the Uchiha weren't looked at as the oppressive no fun allowed assholes and requested the Uchiha have some of the Clan live in more parts of the Village
I don't doubt Minatos capability merely if he himself would make a good leader people only acknowledged how strong he was and I think Someone who led a clan would understand better what it takes to be a good leader
Was it even widely known the Uzumaki were the leaf villages jinchuriki? Maybe given the first hokages wife was an Uzumaki but after her they wouldn't really be able to narrow down who became the best after her if they kept it under wraps(now I'm wondering why the Uzumaki weren't brought into the protection of the leaf villages seems dumb in retrospect)

I'd say that they would anyway. Ostracising them did a number, granted, but the Uchihas are legitimately no fun police and they have a history of trying to subdue the village, see, Madara
besides, this is pretty recent, IDK, Madara vs Hashirama was like 70 years ago, tops? Trusting the Uchihas would take at least 4 more generations and thats assuming they dont do something stupid (which they did).

I dont think he even had the time to consider Konoha politics: it was "you are hokage now, also you will be dad soon, kyubi happens, you ded".
We'll never know how Minato would have been, but given that he seemed to be more intelligent and a better leader than Naruto (he actually managed to become a sensei and headbutt everyone without tail god powers) he might have been able to fix that shit, specially if he had more time to fix his relationship with Obito.
We have acknowledged that, memes aside, nobody gives a shit about your leadership, you need to be able to ninja harder and faster than anyone else and that makes you the Hokage, paperpushing is for minions.
I will say however that the argument contrives itself so that the story works as it does, so fanfiction becomes a bit more difficult unless you go full "canon is for retards"
