Well the person who does the runs contextualizes it into a ranking/tier list. So pokemon that do it the fastest in game time/lowest level/are generally easiest are higher tier. That least makes it somewhat of a competition so it is not just a binary "Yes" or "No." It is more like "Damn this pokemon had to go to level 85 and took like 100 tries to beat the elite 4" vs "This pokemon struggled vs Brock but then cleaned up the entire game, won in the 50s, and did it in like 2 hours"
