The difference is, it is a challenge to start the final lap in a position where you will get items that let you take shortcuts while still being close enough to the pack that the shortcut will allow you to get a high placement. In the intermission tracks since the "pack" is so close together and everyone is spamming items, you're always going to enter the final lap with optimal positioning for a sandbagging strategy, because no one is able to build a lead during the intermission.
Also frontrunning is more often the better strategy in the normal tracks, whereas in intermissions sandbagging is almost always better
