The opening "straightaway" lends itself to a practical purpose: thinning and spreading out the pack. You've got 24 racers clumped up right at the start and the initial wide road helps to spread people out.

In normal tracks sandbagging is a legit strategy, yes. The difference is, it is a challenge to start the final lap in a position where you will get items that let you take shortcuts while still being close enough to the pack that the shortcut will allow you to get a high placement. In the intermission tracks since the "pack" is so close together and everyone is spamming items, you're always going to enter the final lap with optimal positioning for a sandbagging strategy, because no one is able to build a lead during the intermission.
Also frontrunning is more often the better strategy in the normal tracks, whereas in intermissions sandbagging is almost always better
