Not always the case. The point of the creation is to enjoy it. I watch a lot of anime in English as long as the VA isn't bad. I tried to continue Pokémon and Yu-Gi-Oh a few years back in English and wanted to rip my ears off; while on the other hand, I do like Case Closed in English and a few others.
