They rely on a central online service that is the arbiter of how traffic is networked, which means unless if Microsoft, Sony and Nintendo are compelled to have their services be able to route to private servers, consoles by design wouldn't comply. Regulations are allowed to compel companies to provide documentation all the time though, see right to repair laws that force manuals and repair guides, which are technically IP due to being works that the companies had to write

Yes. I have 200 games on GoG and I've never installed or even seen their official launcher. You just download game installers.
