Modern ips panels have (according monitors unboxed) pretty fast native response times, somewhere around 10ms range, with zero overdrive.
Last gen ips panels had around 20ms response times with no od, thats what produced switch 1 and steam deck figures.

Then if you had any sorta overdrive that would result in better motion clarity at minimal battery life cost.

i think you misunderstand - currently only welcome tour, cyberpunk and street fighter 6 enable you to use 120hz at all. no other games will enable it and the screen defaults to 60hz with no option to force it to 120hz. even on an external display with 120hz support, 120hz mode is only used when a game signals it wants to use it. the system menus, the web browser, everything else is strictly 60hz.
the testers are not "forcing" it to 60hz, it is simply impossible to test it with your own arbitrary content like blur busters at 120hz. you sound aware of this yet you still seem indignant that people are testing 60hz mode, as if only half of your brain understands it.

It's deliberate. It's not just not ODing the screen, they are literally undervolting it. Such slow displays are not manufactured anymore. The reason is to increase battery life. Someone estimates this gives an extra 10-15 minutes battery life which apparently Nintendo thought was worth it. Probably because in heavy games otherwise they would have less than 2 hours battery.

The screen is incredibly thin compared to the switch 1, it makes it harder to have a low response time because it needs to have custom circuitry which is more inefficient. The screen has a built in optimizer though that causes it to appear to have 10ms or less delay though by predicting where the pixels will appear but this doesn't show up on YouTube. The only way you can really test it is a slow motion camera.
