To give a serious answer; boats are big and have lots of compartments like ammo storage, gun batteries, the conning tower, engine room etc. Part of the fun are these bits being damaged over time during a battle, lowering the performance of the vessel, incentivizing a level of accuracy on the shooter's part. Boatgirls don't have these because they're just cartoon humans with navel accessories, so the gameplay would just be a slow pace third-person shooter, it'd feel less like a navel battle and more like a bunch of wizards skating on water and casting spells at long ranges. I'm sure there's an audience for that, and you'd be able to drain their wallets by selling skins/costume so they can paly dress up, but it wouldn't be the same, and it's dubious if those who like WoWs as is would immigrate in mass to sustain it.
