Best case scenario? Nobody. Because you wouldn't create a software architecture which requires much work to be done to deliver a playable build of the game.
Worst case scenario? Companies would spend a few extra weeks or months on a refactor. In this case either the company or the end user will have to pay. So, either a company would reduce it's profit margins for the product by 1%-5%, or it would increase the initial price of the game by 1%-5%.

A game like EVE Online can easily be made PLAYABLE offline. There wouldn't be any other players, so it would be horribly unfun, but it would be PLAYABLE. You could explore the visual and audo assets, see the "plot" and test the game mechanics. There wouldn't be any art lost, only the emergent experience of seeing other players (which itself isn't art).

I do have that experience, and it is easy. CCP has over 1000 in staff. The audio-visual stuff is on the client. Some of the gameplay logic is as well, you can test that by disconnecting and seeing of collision (for example) stil works. It can be trivial to more other gamepley logic to a dedicated server, which will run alongside the client on the player's computer. Logic regarding other players can be ignored. Security and DRM can be ignored.

If you ever hosted a WoW private server just to walk around the world by yourself, it would look like that. It would be PLAYABLE, even if not complete or fun. And it would preserve the art of the game: models, texture, music, arrangement, writing, etc. So it fits the art preservation part of the ask.
