What people want out of male and female characters isn't completely disconnected from what they find charming about the real life thing, and in real life, the politically incorrect truth is that women aren't tough. The best female athletes in the world routinely lose to high school boys, semi-inactive men overpower gym-going women in athletic contests, and in disasters, women almost always freeze up or run away. And the latter doesn't necessarily improve as much as feminists would expect with training. That's why it seems fake to people when you have a female character who's acting like some kind of badass, unless you counter-balance it by hypercharging her with feminine energy, anime-style. Just being unremarkably feminine isn't enough.
People legitimately love the Teen Titan girls and used to love Harley Quinn because they're sweet-natured and funny. Harley became unlikeable because she stopped being a vulnerable giddy fangirl who wanted to impress Mistah J and became TOUGH and BADASS.
