The thing is, this approach is only a short-term solution. You may have stopped this attack on Hoover Dam, but you also taught Legate Lanius the importance of logistics, so now he'll go and make extra sure that his supply lines are well-reinforced and not a trace of flimsiness anywhere. Then he'll come back. What this means for the Dam is that they had better get extra serious with their defensive strength if they hope to stand a chance against a reinforced Legion. It's not a long-term solution.

Eh, that’s if the Legion isn’t fractured under Lanius. The dude is pretty fucking retarded. Caesar is hard to replace and almost everyone tells you that even Vulpes who starts worrying about the future of the Legion if Caesar dies.

He already understands the importance of logistics. In the Barter track he'll tell you himself how going out to Detroit with no supplies almost broke them because there was nothing out there except one tribe and their dogs.

You are talking him down from what he already knows is a huge waste of time from a military perspective. But he needs the rational justification to get over the fact he's retreating. He's never lost a battle before, that's his reputation. His ego needs something to convince it that he's not losing or showing cowardice.

But he's never coming back because he can't command the Legion like Caesar did. Because there's no more tribes out in Arizona to support them. It took 5 years to recover from the first loss at Hoover Dam and in the next five his brutality and lack of options is going to pull what's left of the Legion apart.

Lanius can't reinforce his supply lines because the Legion doesn't have the logistical capability to improve upon their existing supply lines in any way
they're a pre-industrial society, the literal best they can do is brahmin wagons and they're already doing it
Meanwhile the NCR is building a railroad into Vegas

A single city nearly destroyed the legion outright and they only barely held on because they conquered it and looted it before they starved
The NCR however has multiple cities, and they means to scorched earth them
if the Legion starts moving towards one city (and the NCR will know this in advance, Legion being footsoldiers couldn't get more than 30 miles in a day, even the romans couldn't manage to get more than 21 miles a day, while the NCR has cars and vertibirds to track their movement) the NCR can just evacuate it through rail and destroy all supplies, and then the Legion is fucked, they can't divert to another city because they're too far away and they can't loot the city, so the Legion runs out of food because NCR heartland is too far away to reliably supply through brahmin wagon

Caesar's in a coma he'll never wake up from before Arizona Killer in the Legion route. Either House's Securitrons kill him on the way out in House/Independent or he dies from his tumour in NCR.
