because it's not an srpg, it's more of a puzzle game in how you solve each level.
any tactics games balanced this way always ultimately do poorly comparatively because it's not what people want, they want real srpgs not puzzles in disguise

Well, are you trying to make one like Into The Breach? Because it's really more of a puzzle game. Everything important is on one screen you can study like a chess board. Damage and health are low enough to add up in your head. Tiles and units are big and easy to read. Everything's in broad strokes instead of a million miniscule effects to worry about, and once you know what you're doing you can blow through a turn really quickly instead of wading through menus

I'm no expert but discouraging passive playstyles and turtling seems like a good idea.
Secondary objectives that provide long term rewards for difficult short term fights are always good.

Try to make the maps not feel samey, have different victory conditions and maybe some gimmick maps.

play Civ 5 BNW and Civ BERT
even if you don't "learn" anything, you'll know if something is missing from your game (especially from BERT as they shoved all their money in graphics and music, leaving zero for UI, writing, and gameplay elements)
also if you don't have a shitload of money you'll have to either do a bunch of graphics/art direction or sound/music... because without those things the game is utter shit, yet those things eat up budget

Fights in Tight Spaces, Nitro Kid, and Metal Slug Tactics. Unfortunately the first two have deckbuilding mechanics (I don't mind them but it's not my preference), and Metal Slug Tactics is way worse than ITB (it's still good, but ITB is a difficult bar to pass).

My favorite in these are Tactical Breach Wizards and Dofus. Tactical Breach Wizards has the most polished user experience of any tactics game (but is too easy), Dofus has the most cohesive/emergent tactics.

Avoid in-turn randomness. Not having in-turn randomness enables the player to roll-back their actions. Allowing roll-back is the best user interface to allow players to plan their turn.

Everything else is secondary.

metal slug tactics feels like a completely different genre
puzzles require structure and ITB gets there by limit enemy movement and attack pattern
metal slug doesn't do this : it's more like xcom without the risk management component
