It really seems like they did, but the bosses are all way too simple and easy and poorly animated to even come close to elden ring fights. The peak of the game was the end of the first act

I liked Act 1, everything after Act 1 is shit though. There are some fun bits, but in general the only part I think they nailed and fits their slower more methodical vision is Act 1.

It's boring. They kept all the shitty design cruft from poe1, removed some of the cool shit, and added hp sponge rollslop bosses (which you still end up 1-shotting anyway after grinding for enough time).
