I think the downfall of Valve has already begun with the Deck. The single reason anyone should get into PC gaming is that you can configure your own hardware. Releasing their service and OS on a pre-built device is console manufacturing in my eyes.

Valve knows the console industry is slowly dying, so they want to offer affordable PC's that can run a decent amount of games to people who will be switching over.
It's a smart business decision if you ask me. I doubt you could get the average PS5 drone to build his own PC and install anything but Windows on it.

Valve is only as successful as they are because they understand the open nature of PC and how easily people could abandon them for piracy or other services. If they somehow tried to slowly turn the Deck into a console and then put Steam exclusively onto it and other Steam machines, they would eat shit and die. All the games are on PC. People would pirate them right back and others would be tripping over themselves to try and take Steam's place. It would be monumentally stupid to do this. The Deck is console-like because Valve recognizes the need for convenience and that there was an unfilled whole in the PC market for good portable PC gaming.

It isn't, it's just cumbersome and destroys the portability. People have 'upgraded' their Deck's hardware.
