I feel like his laid-back bro personality along with his passion for soldier stuff would have really cone together if you had special moments in combat that made you say "holy shit James you are a menace".
The Last of Us 1 made Ellie and Joel's developing relationship feel more legit with how she starts as this useless prop, then there's the first time she saves you by whacking a brick into a guy's head, or how she handles eventually having a gun.
Compare to Garrus. ME1 had quite simple combat but powers and skills made a difference. He wasn't overtly powerful compared to the rest of the team but he could send geth haywire and pick locks, and a long-range combatant was handy. In ME2, it was a little different but he SCOPED AND DROPPED which would have been annoying except he was doming mercs like a madcunt.
ME3 I didn't really feel any difference for anyone, so only established characters really have much ingame "feel" to them, if you know what I mean.
